In the past few days, publishing to external hosts with Blogger has been unreliable. Users have seen numerous "connection refused errors". We are looking into these problems with the FTP out functionality.

Ive been getting the same error for the past few days. It's really annoying, I'm contemplating jumping ship to another blog site.
